I know the answer…I’ve been to both.
Here’s a hint – both of the larger arenas are located well south of Verona.
I had a friend in high school who loved Verona more than any other part of Italy. Despite living part of year in southern Italy, I still haven’t made it to Verona. Some day, I plan to make the trip. Great photo!

The photo seems incongruous with the lovely, intact-appearing Roman arches and the modern spotlights on top.
I didn’t realize that Verona had such a large arena – and I would have never gotten the two larger ones.
I think Rome and Pula, Croatia.
The arena at Pula is said to be the 6th largest Roman amphitheater in the world. It’s one of the best preserved of the more than 200 surviving Roman arenas. The two larger arenas are the Colosseum in Rome and the arena in Capua, near Naples. Although most people say that Verona is the third largest some say the third largest in the world is the amphitheater of El Djem in Tunisia so perhaps I should have said Verona is the third largest in Italy.
